The Estonian Police and Border Guard Board’s open data on offenses can be used in studies that analyse, for example, offenses by region and community, examine the potential links between offences and the general daily mobility of the population or the mobility of perpetrators and victims, the choice of residence, etc.

The database contains data on three types of offenses:

  • offenses detected in the course of traffic supervision (e.g., time of commission, legal basis for categorising the offense, location including geographical coordinates, vehicle information, the offender’s sex, age and residence, type of offense);
  • offenses against public order and property committed in a public places (e.g., time of commission, type of event, legal basis for categorising the offense, amount of damage, location including geographical coordinates, type of offense);
  • offenses against property (e.g., time of commission, type of event, type of commission, type of surveillance, legal basis for categorising the offense, amount of damage, location, including geographical coordinates, vehicle information, type of offense).

The open data is based on the police procedure information system POLIS. The earliest data is from 2012, the database is updated weekly. Offense data is published in CSV format.
